私有林は我が国森林資源の主要部分を占めている。私有林に関する統計制度の多くは1950〜60年代に検討されたものであるが、今日では幾つかの問題点を有している。また、森林計画制度により示される諸数値(面積、蓄積)と実態との間に乖離が生じている可能性も指摘されている。本年度は、研究の第一歩として、文献調査、関連機関等に対する聞き取り調査、森林所有者アンケート調査をもとに、私有林にかかわる統計制度の課題について、全体的な問題点の摘出を行った。検討の結果、以下の6点が基本的な問題点であることが示唆された。(1)近年、森林の経営方法等に変化がみられる。複層林施業、育成天然林施業、高齢級間伐などの多様な森林施業による多様な森林整備が政策的にも追求されるなかで、非皆伐施業の増加が制度に十分反映されていない。(2)私有林の統計作成に重要な役割を果たしている森林計画制度の一部が形骸化している可能性がある。森林計画制度の最末端を担う森林施業計画はカバー率こそ高いものの、特に団地で計画を樹立する場合、森林所有者に計画樹立の意識が低い可能性を指摘できる。(3)最も基礎となる森林簿と現況との間に乖離が生じている可能性がある。材積計算に必要な収穫表が調製後30年以上を経過しており、地域によっては再調製を必要とするように思われる。(4)森林簿の改訂に重要な役割を果たす伐採届出制度が十分に機能していないように思われる。森林所有者が制度の意義と内容を十分に理解していない可能性がある。(5)森林所有者、林業労働者など関係者の高齢化と減少が以上の傾向を助長している。(6)現行の統計制度は森林資源現況や造林統計に重きをおいており、伐採活動、森林の観光的利用などの利用統計の整備が遅れている。総合的な森林利用計画を樹立するにあたり、森林の利用実態を示す統計の充実が急務となつている。

Private forest is the main part of China's forest resources. There are many problems in the statistical system of private forests since the 1950 s and 1960 s. The forest planning system indicates that the values (area, accumulation) and the state of affairs are different from each other. This year, the first step of the research, literature survey, related agencies, etc., will be carried out in the field of information collection, forest owner survey, private forest survey, statistical system research, and overall problem extraction. The results of the discussion are as follows: (1)In recent years, forest management methods have changed. Multi-layer forest management, natural forest management, high-grade thinning, multi-layer forest management, multi-layer forest management, multi (2)Private forest statistics are important for the establishment of forest planning systems. At the very end of the forest planning system, the forest operation plan has a high probability of being established, and the forest owner has a low probability of being established. (3)The most basic forest book is the current situation and the possibility of deviation. Volume calculation is necessary to obtain the table after more than 30 years of adjustment, geographical adjustment is necessary to consider (4)Forest book revision is an important part of the forest production system. The meaning and content of the forest owner are well understood. (5)Forest owners, forest managers, and other stakeholders are increasing and decreasing their tendency to do so. (6)The current statistical system focuses on forest resources status, afforestation statistics, logging activities, forest light utilization, and utilization statistics. The establishment of integrated forest use plans, the status of forest use, and the adequacy of statistics are urgent matters.
