民有林に関する最も基本的な資料である森林簿において、帳簿上の記載事項や諸数値と現状の間に一部乖離が見られることが前年度調査の結果わかった。そのため、西日本各県の林務部局森林計画担当者を対象に森林簿及びその関連図面の作成及び更新に関する聞き取り調査ならびに、森林簿の維持管理及び利用実態の調査を実施した。調査項目は、森林簿の管理部局、森林簿の作成方法、森林簿の更新方法、森林基本図の作成及び更新、地理情報システムの導入、森林簿の公開状況、その他である。その結果、県林務部局は森林資源内容の把握及び森林所有者の追跡に多大な努力を行っていることがわかった。特に、相続及び売却に伴う森林所有者の変化についてはほとんど手作業に近い形で業務を行っており、実態を十分に反映していないことがわかった。また、帳票形式の森林簿、磁気テープ形式の森林簿、森林簿に付随する各種図面の保管状況は概ね10年程度で、それ以上古い森林資源データは保管されていないことが多いことがわかった。データの有効利用以前の問題として、これら森林資源情報の保管体制の確立が重要である。森林簿及びその関連図面の開示に関して各県とも内規等を設け対応しているが、データ作成が聞き取り等の方法によっており、公的に森林の所有関係等を証明するものではない点が重要である。世界農林業センサス林業事業体調査は最も基本的な林業統計である。森林所有者の高齢化及び不在村化の進行により、森林所有者は必ずしも自己所有森林を正しく把握しているとは限らないことが示唆された。また、林業事業体調査の調査方法を検討した結果、調査対象としての世帯の妥当性に問題があることがわかった。
