本研究は、マクロの景気循環や個別産業の市場規模の変動と産業組織の変化の関係についての統計的規則性を事業所・企業レベルでの生産調整行動を通じて明らかにすることを目的としている。初年度に当たる本年度においては、まず関連研究のサーベイを行った上で、公表された集計量に基づいて、機械産業を中心に国内生産規模の変動が著しい品目を選定し、指定統計の目的外利用申請の手続きを踏んで「生産動態統計調査」のミクロデータにアクセスし、寡占集中度や各種モーメント等を算出し、記述統計的なクロスセクション分析を行った。実際の集中度指数の動きを見ると、市場規模の拡大につれて集中度が低下するという同質財について既に確認されている仮説と基本的に整合的なものとして位置付けることが可能な傾向が観察された。この結果は他の要因を全く制御していないことからも予備的・中間的なものと評価すべきものであることは明らかだが、少なくとも、これまで公表されていた集計量に関する統計では知ることができないにもかかわらず、産業空洞化過程における競争政策の在り方の検討やミクロ経済理論の計量的実証研究にとって不可欠な豊かなミクロ情報を与えるものであることは確実である。今後、個別事業所の匿名性を確保した上でパネル・データ・セットを完成させれば、生産変化の企業規模別分布を明らかにしたり、生産能力制約、雇用調整等との関係を分析できるなど更に多くの分析が期待される。
