项目摘要

当公募研究の目的は、ロシアにおける市場経済化と世界経済への統合の過程を、ロシア極東に即して調査研究すること、ロシア極東の地域コンセプトを描くことである。あわせて、旧ソ連邦構成地域の中から比較のためにアゼルバイジャンを選定し調査研究をすすめた。(1)資料の調査と収集旧ソ連邦諸地域は、国家体制、経済体制ともに形成過程にあることから資料入手と資料吟味の問題が付きまとう。国内においてロシアの研究機関・国家機関が作成した公式資料の収集に努めるとともに、ロシア極東の地域行政体間の統計比較の在り方を考察した。(2)統計データベース作成収集した統計資料は鋭意パソコン入力を行い、データベース化の準備を進めている。(3)研究会活動ほぼ10回にわたる当重点領域研究関連の研究会・研究集会に参加して研究報告、研究交流を行った。内、2回は岡山大学で実施した。(4)国家の統治秩序の体系(国家体制)と経済秩序の体系(経済体制)を再構築する上での初期条件とその特質について当該地域に即して方法的視点を得た。体制転換・市場経済化のタ-ムと並んで経済開発というタ-ムを導入することが必要でもあり有効でもある。そこでは、体制転換の初期条件と経済開発の初期条件とはその含意において重なりつつ相互に独自のタ-ムとなる。(5)当公募研究がその分析検討の対象の一つとしたロシア政府によるロシア極東開発長期計画(1996年4月15日付けロシア政府承認)は、資金規模において経済開発計画としての現実性に欠け開発方法にも不備があること、しかし同時に、このプログラムはロシア自身によるロシア極東観をほぼ網羅していることを明らかにした。
