项目摘要

本年度における主要な研究成果は次のとおりである。1.日本における公的年金のバランスシートは2004年の年金改正によって完全に修復され健全化されたと政府は主張している。ただ、将来拠出部分のバランスシートに着目すると、年金給付は保険料拠出分の80%程度にすぎない。そのような状況下では若者は年金離れを加速させるだろう。2.若者の年金制度加入意欲を高めるためには、みなし掛金建てへの切りかえが必要である。「拠出した保険料が老後に必ず返ってくる」という安心感を与えることの意義は大きい。3.年金保険料の定期的引き上げは不況下でも行われ、景気をいっそう悪くさせるおそれが強い。年金保険料は「雇用へのペナルティー」として機能するからである。4.年金保険料を引き上げるよりも、消費税を増税してその増収分を年金財源とする方が望ましい。モノを買えば老後の安心がその分だけ確実になる。このことを訴える必要がある。5.公的年金の生涯所得ベースにおける所得再分配効果を計測した。その結果、公的年金を定額の基礎年金に限定し、その財源を消費税で賄うと、望ましい効果が得られることが判明した。6.希望退職には、会社側が辞めてほしい人だけでなく成績優秀者も応募してしまうという逆選択が伴う。7.日本の家計における危険資産の保有率は50歳代前後でピークをうつ山型となっている。これは、危険資産を保有する世帯割合の変化と連動しており、個々の世帯における危険資産の保有割合の増減を示すものではない。
