本研究では、昭和62年度において開発した自主防災市民組織の防災能力評価手法を用いて、自主防災市民組織の防災能力計測に関連した以下の研究実績を得た。1.火災に対する主婦の防災能力評価と防火教育の方向づけ東京区部で一世帯当りの火災発生件数が最高である足立区と最低である板橋区において、一般の主婦及び婦人防火組織に加入している主婦を対象として400票の調査をおこない(回収率53.8%)、「日頃の注意力」と「まさかのための防備力」の二つの評価尺度を抽出し、これらの能力が年令、火災の多寡、消火訓練への参加度等と強い関連があることを把握した。その結果、主婦の防火教育にあたっては、「地域別防火教育」と「グループ別教育」が必要であることが提言された。2.防災市民組織による初期消火可否の判定62年度の自主防災市民組織における初期消火能力評価手法を用いて、初期消火判定モデルを構築し、東京都杉並区及び新宿区でケーススタディを実施した。その結果、ポンプ・水利の配置計画の重要性、発震後の「家庭内対応時間」の短縮が初期消火能力を大きく左右していることが判った。3.地震時の広域避難における災害情報の効果62年度に開発・実施した「災害体験ゲーム」のデータを用いて、理論的な避難経路と実際の避難経路との比較分析をおこない、自主防災市民組織による避難途上における被害情報取得能力が安全な避難に大きく貢献することを把握した。以上の研究実績をふまえて、平成元年度には、自主防災市民組織の防災能力の向上・持続方策について研究を実施する予定である。

This study was conducted in 2006 and 2007 to evaluate the disaster prevention capability of autonomous disaster prevention civic organizations. 1. The highest number of fire incidents occurred in Tokyo Ward, the lowest number occurred in Itabashi Ward, the average housewife and the female fire-prevention organization.(Recovery rate 53.8%),"attention in the day" and "preparedness" of the two evaluation criteria, such as the ability to extract, the number of fires, fire training participation, etc., strong correlation. The results, housewives fire prevention education,"regional fire prevention education" and "special education" are necessary. 2. Disaster Prevention Citizen Organization Initial Fire Suppression Capability Evaluation Method for Disaster Prevention Citizen Organization Initial Fire Suppression Capability Evaluation Method for Disaster Prevention Citizen Organization The results show that the importance of water resources allocation plan, the shortening of "household response time" after earthquake, and the initial fire suppression ability are greatly improved. 3. Disaster information in the earthquake disaster area was developed and implemented in 2006, and the application, theoretical and practical evacuation routes were compared and analyzed. The ability to obtain victim information and the contribution to safe evacuation were grasped by the autonomous disaster prevention citizen organization. The above research achievements are expected to be implemented in the first year of Heisei, and the disaster prevention ability of independent disaster prevention citizen organizations will be improved and maintained.
