大規模自然災害のみならず、昭和59年11月に生じた世田谷通信ケーブル火災で実証されたような人為災害に対しても現在の社会、特に大都市は脆弱である。正確な情報が円滑に伝達されなければデマが流布しパニックを引き起こす体質を内在している。従って大規模災害から国民の生命、財産を保護し救援復旧を迅速に行うため、大規模災害に対して情報の収集と伝達という情報能力の涵養は重要な研究課題である。本研究では、ハイアラキー構造を有するある程度広域のモデル地域を選定し、その地域における通信システムなどの情報網及び医療・救急施設などの災害時の利用に関し調査分析を行なった。具体的には、モデル地域として、過去に関東大震災という大きな災害があったこと、日本の中心ということで、東京都を設定し、各災害対策本部、警察、消防などの防災機関、報道機関、そして住民の生活に直接かかってくる電気・ガス・水道・電話・鉄道などの各機関の通信連絡系統を調査し、それら機関間および住民への連絡系統及びその伝達手段について調査を行なった。そして大規模災害が起こった場合の被害想定を適当(関東大震災程度)に設定し、各組織への情報伝達が、時間経過とともにどのよう様に行なわれるか検討する上で、まず情報のメディアとその特徴について情報能力の観点から検討した。情報のメディアとしてとくに有線系である電話についての輻輳の予想に対して各トラヒックへの優先順位の設立など通信の集中化に対処するため、現状のシステムにおいての予想と、将来的にどのくらいの規制が必要かを予測検討した。今後は、情報のメディアのうち、通信分断時に有効となる既設システムと衛星回線を統括的に把えた通信方式の企画設計を行なうために調査検討をさらに進めていく。
