本年度は、全体として、昨年以来継続していっている、現在様々な分野で行われているリスクの評価手法についての現状把握のためのヒアリングを行うとともに、各研究分担者が、各分担課題にもとづいた個別研究を行い、それを報告し検証するための全体研究会を開催した。ヒアリングとしては、筑波大学社会科学系の酒井泰弘教授より、「不確実性の経済学」と題する講演をしていただいた。この講演では、リスクアセスメントに関し、不確実性の経済学の応用という観点からのアプローチ方法に主眼をおいて検討が行われた。そして、不確実性の中でいかに人間が行動するか、そしてその時に考慮する要因は何か、主にどのような結果が予想されるのか、についての経済学的検討に接することによって、リスクアセスメントに関する経済学的な基礎的把握ができたものと思われる。各研究分担者の分担研究は、本年度は以下のように進んでいる。(1)化学物質の人体に対する悪影響について、統計的データにもとづいた毒性や危険性を評価すること(2)有害分質対策の比較的考察をスーパーファンド法の最近の動向を中心として行うこと(3)バイオテクノロジーにおけるリスクアセスメントにつき、〈1〉欧米諸国におけるバイオテクノロジー・リスク・アセスメントの現状についての調査を行うこと(4)使用済核燃料処理処分事業に於ける費用と事業実施主体について、費用確保、環境汚染の費用化、費用の世代間負担、効率性と安全性という観点から検討すること(5)リスク評価に関する文献の比較的考察をすること本年度は以上のように研究を進めてきた。今後は、今年度の研究をふまえて、一般的な環境リスク評価手法の基準を確立するための基本的な考え及び問題点を明らかにし、若干の実態調査を通じて検討を深めていく計画である。
