本年度は、前年度の基礎的な作業の成果を踏まえて、住民の対応の相違を生みだすと思われる要因(仮説)群の検討を行った。(1)状況仮説:バイパス建設をめぐり、静岡市北部地区と清水市飯田地区では、その利害構造に大きな差があったのではないか。(2)社会統合仮説:地域の統合度が高いほど、コミュニティとしてのまとまりが強く、運動エネルギーは、コミュニティ活動に吸収され、運動は発生しにくい。(3)環境観仮説:両地区住民の環境観や環境保全意識の相異によって、道路建設計画への住民の対応の差異が生じたのではないか。(4)行政観および行政対応仮説:行政に対する不信感等行政に対する態度の相異が、住民の対応の差異を生ぜしめた。(5)住民属性仮説:地区を構成する住民の社会的諸属性、具体的には、移動歴,居住歴,教育程度,職業階層などの相異が、住民の反応の相異を生ぜしめた。(6)市街化状況仮説:市街化の時期が、清水地区の方が静岡地区よりも早かったということが、住民の道路に対する生活の中での位置づけに相異を生ぜしめた。(7)既存計画仮説:清水地区のバイパスは、もともと市の道路計画があったものの上に乗せたものであり、一方静岡地区には、そのような既存計画は、存在しなかった。その差が住民対応の相異を生んだのではないか。(8)地域リーダー仮説:住民一般の資質の相異ではなく、地域リーダーの社会的属性、意識相互のネットワークなどの諸属性に相異が見られ、そのことが、地区としてのバイパス建設への対応の相異を生んだのではないか。以上、バイパス建設計画への住民の対応の差異を説明するであろうと思われる8つの要因(仮説)を提示した。それぞれまだ検討の余地が残されており、相互の重要性の比較を含めて、今後の課題としたい。
