本研究は, 同一のバイパス計画路線にあたる二地区の住民の対応の差異を倉沢グループが社会学の観点から, 森林グループ都市工学の観点から, それぞれの仮説をもって検証して突き合わせ, より深い問題の解明をめざしている. 森林グループは, 国勢調査・バイパス建設計画及び両市の都市計画等の資料に基づく検討の結果, 両市部分におけるバイパスの性格の相違に焦点を合わせて問題の解明をめざした. その際, 性格の相違をバイパス周辺市街地の形成と状況の相違から説明する. 「市街地形成仮説」, バイパスに付与される機能・性格の相違を中心市街地との関係, 国道1号の交通事情等から説明する「バイパス機能仮説」バイパス建設計画と既存ルート乃至都市計画街路網との整合性の有無によって両市のバイパスの性格の違いを説明しようとする「既存計画仮説」に分け詳細な検討を試みた. これに対し, 倉沢グループは, 両地域の社会構造, 住民の階層移動歴等の属性, 地域活動へのコミットメントの程度, 環境観などの差異とともに, 両地域の地域集団のリーダーにも着目して検討した. 特に本年度は, 両地域の地域リーダーの比較を中心に行った. その結果, 地域リーダーの環境観や環境保全意識と, それに基づいて環境問題を解決する場合の行動パターンの傾向の差異から説明する「環境観仮説」地域リーダー間のネットワークの凝集性を測定し, それを地域社会の統合度として, その高さから差から対応の差異を説明する「社会統合仮説」, 行政に対する不信感等行政に対する態度の相違から説明する「行政観および行政対応仮説」が両地域区住民の対応の差異を説明するのに有効な仮説として残った. 以上の二グループの仮説群の比較・検討作業が行なわれ, 相互の関連性が明確化されたとともに, 学際的な共同研究の重要性が改めて認識された.
