1.まず、静清バイパス道路建設をめぐる行政および住民の動向を関係者へのヒヤリング、資料等で把握した。2.つぎに、静岡、清水両地区の住民を対象として、標本調査を実施した。調査概要は以下のとおりである。a調査対象地区、静岡市 瀬名 千代田地区 清水市 飯田地区 b調査対象者数と対象者の抽出、調査対象者は選挙人名簿から、明治生まれの高令者を除く20才以上の男女個人を静岡地区1082人、清水地区1126人抽出した。c調査方法、留置、自計式であるが、調査票の配布、回収は、調査員が行った。d調査実施期間 昭和60年12月6日〜12月12日 e回収結果 有効回収票は 静岡地区806票 清水地区846票である。f主要な調査項目、自然親和的ライフスタイル、周辺の環境の評価と重要度、環境保全と地域経済開発の価値づけを問う環境観、環境保全意識、環境保全型ライフスタイル、より一般的なライフスタイル、コミュニティ意識、行政に対する態度、住民運動に対する一般的態度、地域活動へのコミットメント、静清バイパスのメリットとデメリット、道路の受益圏・受苦圏、道路建設に対する態度住民運動への協力形態、住民運動への共鳴度、社会的不公平感、移動歴、環境問題からの被害体験、集団参加の程度、政党支持、学歴、職業収入である。3.調査結果の分析をとおして次のような仮説を検証する。静岡地区におけるバイパス建設反対運動参加者と清水地区におけるコミュニティ活動参加者との間には、社会的属性からみて極めて似かよった傾向が見られるか否か。静岡地区と清水地区のバイパス建設に対する態度の相異は、主として、地区住民の環境観の相異で説明され得るか否か。静清バイパスという特定の道路に対する評価を決定する要因には、他にどのようなものが考えられるのか。両地区の行動の相異を住民の意識構造でどこまで説明し得るのか。
