本特定研究は, 炭素資源, 特に芳香族資源の高度利用を目指して, 解決の方針を設定することを目的として発足したものである. 小林はこの特定研究の代表者として, かつ総括班班長として, 特定研究全体の研究計画の立案と推進の責任を負っている. 初年度には6つの計画研究班構成で出発したが, 第2年次より, 研究者数が多く, 研究目的も多岐にわたる3班を, 3A班(有機炭素資源高度利用のための高選択性有機合成反応の開発), 3B班(有機炭素資源高度利用のための高選択性触媒反応の開発)の2班に分割し, 研究の集約化をはかった. 昭和62年度には, 第1年次, 2年次における公募研究者の研究業績を審査の上, 計画研究班員として, 該当する各班に繰入れた. また, 昭和62年度は, 本特定研究のまとめの年でもあるので, 各班の研究の活性化をはかるため, 研究成果が顕著と審査された研究班員に対し, 研究費の特別配分を行った.昭和62年度の公開シンポジウムは2回(第6, 7回目)開催した. 第6回シンポジウムは大阪クラブにおいて, 昭和62年9月29日, 30日に開催し, 成果報告12件を主体とする講演を行った. 第7回シンポジウムは, 東京ガーデンパレスにおいて, 昭和63年1月20日, 21日に開催し, 12件の研究発表講演を行い, 延べ400名の参加者による活発な討論が行われた. 両シンポジウムとも, 多数の一般参加者があったことは, 本特定研究に対する社会の関心の高さを示すものと考えられる. 総括班としてのその他の活動は次の通りである. 1)2回の総括班会議, 3回の班長会議の開催, 3)昭和62年10月8日に文部省において, 学術審議会による研究成果に関するヒヤリングが行われ, 研究代表者(小林)および飛田, 廣部両幹事が出席し, 説明を行った. 3)シンポジウム要旨集(No.6, 7)および昭和62年度成果報告書の発行.

This study aims to address the high utilization of carbon resources, especially aromatic resources, and to address the issue of policy setting. Kobayashi is responsible for the preparation and advancement of all research projects for specific research.
