Open Access as a new standard of publishing requires an adaptation of processes and structure. This application sets out how these structural adjustments are to be made at the University of Stuttgart. The focus is on the two goals of cost transparency and reduction of the administrative burden, which are jointly pursued by the university management and the university library. To this end, the preliminary work is outlined, and four work packages are presented: (i) enhancement of publication monitoring, (ii) enhancement of cost monitoring, (iii) digital invoice workflow, and (iv) communication. For publication monitoring, the existing university bibliography will be expanded so that a deeper evaluation of OA colors and their display in an OA monitor will be possible. Supported by a rectorate decision, OA issues will be centralized at the university library in the future. Here, too, the focus will be on collect information that has not been recorded to date, such as color and page charges, and on more efficient evaluation options. The digital invoice workflow, which is currently being introduced at the university, will be adapted for the OA requirements and streamline the previous workflow. This will also allow necessary split postings to be implemented. In addition, a journal checker will be established to check the desired journal for OA eligibility before publication submission to provide more targeted information to authors and protect them from predatory journals. With the implementation of the work packages, the University of Stuttgart is responding to the DFG's requirements to push the OA transformation through structural adjustments.
