项目摘要

本研究においては、まず各災害事例における災害状況、復興計画及びその立案プロセスの文献及びヒヤリング調査を行った。さらに北海道南西沖地震の被害にあった住民の復興計画に対する意識調査を行い、それらの要因の抽出、モデル化、仮説設定からなるアブダクティブアプローチにより、一般化を行い、今後の地方都市における災害復興都市計画への提言を行った。1.既存文献の収集地方都市を中心に自然災害に関する文献、災害復興事業に関する報告書、研究論文等の既存文献の収集を幅広く行った。2.現地調査の実施近年、自然災害が生じ、復興がなされようとしている雲仙普賢岳周辺、淡路島、北海道南西地区の都市について、(1)被害状況の詳細、(2)復興事業計画の種類及び内容、(3)事業の進捗状況、(4)都市の自然環境、歴史、風土、文化的特色等についての現地調査を行った。3.住民意識調査の実施復興計画に対する住民の意識を明らかにするため、奥尻町の住民に対し、(1)個人属性、(2)被験者の被害の程度、(3)災害復興計画に対する意識等についての住民意識調査を行った。4.アブダクティブアプローチによる一般化アブダクティブアプローチにより、上記で得られた当該都市に関わる要因、事実関係と都市の固有性から要因の抽出を行い、包括性、即時性、権限の一括、財源確保というキーワードからなる一般化を行った。

This study was conducted to investigate the disaster situation, recovery plan, and other related documents. In addition, the awareness survey of the residents affected by the Hokkaido Minami-Nishio earthquake, the extraction of the main causes of the earthquake, the generalization of the earthquake, and the proposal of the disaster recovery urban plan for the future local cities were carried out. 1. Collection of existing documents Collection of existing documents such as reports and research papers on natural disasters and disaster recovery projects in local urban centers 2. Local survey conducted in recent years, natural disasters occurred frequently, and recovery was completed. Local survey was conducted on urban areas in the southern and western regions of Hokkaido, Awaji Island, and Yunxian,(1) details of damage,(2) types and contents of recovery projects,(3) progress of projects, and (4) characteristics of urban natural environment, history, climate, and culture. 3. We conducted a survey on the awareness of the residents in the implementation of the recovery plan, the awareness of the residents in Okushiri,(1) personal attributes,(2) the degree of victimization of the victims, and (3) the awareness of the disaster recovery plan. 4. Generalization of the city's essential causes, practical relations, inherent characteristics of the city, extraction of essential causes, inclusiveness, immediacy, limitation, and financial resources.
