急速な市場解放が進む中国で都市内交通施設の整備財源をどのように調達すべきかについて検討するために、以下の3つの分析を行った。(1)中国の土地制度とインフラ整備財源方策の検討中国の土地制度は独特の土地公有制に基づくものである。特に、新規宅地開発に関しては、政府が住民の移転などを行った後、その土地を30年〜70年の期限付きで民間宅地開発業者に譲渡し、開発業者は宅地造成などを行った後、最終的な土地利用者にこれを販売する方式が採用されている。したがって、政府には素地を売却する際に大きな収入が見込まれ、これを財源としてインフラ整備を行うことが可能であることを明らかにした。(2)地価設定モデルの開発ただし、このとき政府がこの素地をいくらで売却するのかが重要な問題となってくる。例えば、土地価格が高すぎると開発が進まず、経済発展を鈍化させる可能性がある。他方、この価格が低すぎると逆に十分なインフラ整備が行えず、これによって経済活動に悪影響を与える可能性もある。そこで、本研究では、都市計画における用途地域の指定との組み合わせによりこの土地価格を設定するモデルの開発を行った。(3)地価設定モデルの大連都市圏への適用また、本モデルを大連都市圏に適用し、交通施設整備に伴い地域の利便性が変化した時に、どのような地価設定を行うことが社会的に望ましいのかについて分析を行った。さらに、現行制度下での地価設定では都市の活動効率が低下することを指摘し、地価設定の重要性について分析した。
