2022年2月、ロシアがウクライナ侵略を開始し日本政府がロシアへの渡航を制限し、その後も戦争に終息が見えなかったため、計画していたロシア国内での史料収集を断念した。コロナ禍により海外渡航が制限されたその前の2年間も、来たるべき現地での史料収集に備えて、すでに収集していた史料の整理、再検討を行っていたが、2022年度もしかたなくそのような作業を継続した。現在、様々なテーマに関する論考を準備している。成果の一つが、「ガマルニクのスターリンあて電報にみるソ連極東の国防力強化策（1932年前半）」『東北アジア研究』27号（31-83頁）である。本稿は1932年始めにソ連極東地方に派遣されたソ連赤軍政治部長ヤン・ガマルニクが、わずか4ヶ月間に行った多面的な国防力強化策をまとめたものである。満洲事変の勃発が彼の派遣を促した。スターリンらモスクワの指導部に彼が送った暗号電報から、彼が現地で行っていた様々な対策を次のような項目に分けて考察した。①鉄道・自動車輸送、石炭採掘、②造船所建設、③発電、セメント工場、軍需工場、木材調達、労働者確保、強制労働の利用、④塩の確保、⑤航空部隊、航空機製造、民間航空、飛行場、ガソリンタンク建設、⑥通信、新聞、⑦赤軍兵士の収容、住居、軍の増強、⑧アムール小艦隊、水運、商船隊、⑨食料の調達、⑩沿岸防衛（機雷敷設、砲台設置、潜水艦建造）、陸上部隊再編、⑪警察、コルホーズ軍団、北満委員会、以上である。これらの項目からも、ソ連指導部が日本の対ソ攻撃を非常に憂慮していた実態が判明する。ナチス・ドイツの権力掌握前夜の1932年から翌1933年にかけて大規模な飢饉がソ連を襲ったことが知られている。以後、第二次大戦終戦までソ連は日独による攻撃に備えて動員態勢を整備していくことになるが、その背景を説明するためにこのソ連極東における政策の実態解明はきわめて重要である。
