项目摘要

地区レベルでの環境計画は、居住環境に対する住民の評価や計画参加意欲を的確にとらえ、住民参加を通して行う必要がある。本年度はまず昨年度提案した住民の環境保全行動の行動モデルにもとづき調査結果を分析した。また、住民への情報提供方法を提案するために住民の意識や評価の変動過程に着目して繰返しアンケート調査を行った。さらに、昨年度のスライド写真を用いた街並評価手法の妥当性と限界について実験を行った。1)居住環境計画のための住民参加システムの持つべき条件の整理環境保全行動のメカニズムを明らかにするため、住民属性との関係について調査した。さらに実際の環境計画対象地区での地域住民の環境保全行動をみるために、不燃化まちづくり計画対象地区での調査を行った。これらの調査により、居住環境計画における住民参加システムは、どの地区にも一様なものが存在するのではなく住民の居住環境保全行動のメカニズムが十分考慮されなければならないことがわかった。2)住民意識の変動過程に関する調査環境計画を進めるにあたって、計画内容、実施方法、および計画の評価方法等を住民が学習する必要があるとき、どんな形で住民に情報を与えたらよいかについて一連の実験を行った。この結果、住民に情報を「構造化された情報」の形で与えた方が理解の深まることが示された。また、行政は専門家、住民とのシンポジウムのような会議形式での情報交流を積極的に行うことによって、住民の街づくりへの参加意欲を増大させることができる。3)定量的評価手法の改善点抽出のための手法比較の予備実験スライドを用いた10点法による評価において一次元尺度評価の可能性、およびこの方法の限界ついて検討した。一次元評価の可能性は一対比較法による評価結果の矛盾数の検討により可能であると結論できた。スライド写真評価の限界については、評価主体によって評価能力の差が生じるので評価主体選択の必要性があることがわかった。
