近年交通事故紛争が以前に比べて減少の傾向にあるとはいっても、その解消は依然として重要な社会問題であることに変わりはない。そこで、わが研究班は、安全工学その他の隣接分野との協力の下に、学際的な研究によって交通災害を抑止し、その補償システムを確立せんとするものである。本総括班は、六つに分かれた研究班の研究成果を調整することを目的とする。本年度は、第二年次の研究成果として、1986年2月8日に東京都千代田区神田にある大正海上本社ビルにおいて「交通災害の抑止と補償に関する学際的研究-1985年度研究成果報告会-」と題して公開シンポジウムを行なった。これは、基本的には各研究班の情報交換を目的とするものではあるが、それに限らず、広く交通問題に関心を寄せる人々にも参加の機会を与えるものである。当日は盛況で、損害保険会社等から200名を越える人達の参加を得た。各班の報告内容は、以下の通りである。第一班は、刑事法の側面から交通法規と規制の効率性について、第二班は、交通医療費の適正化について、第三班は、社会保険改正と被害者事故対策、自動車損害賠償責任保険の現状と課題について、第四班は、交通災害における後遺障害と国際障害分類との対応について、第五班は、交通事故判例の検索システムの開発研究の紹介、第六班は、交通事故紛争処理の実態調査について研究発表がなされた。この中では、とりわけ不正受給等を含め、現在多くの問題を呼びおこしている医療費の適正化(西原道雄神戸大教授の報告)と完成すれば判決文全文入力のコンピューター化ということでは我が国最初のものであるということでゼ判例検索システムの諸問題」(梅本吉彦専修大教授)に大くの関心が集められた。各班の研究も一年次に比べて内容的厚味を増しており、最終年度における成果取りまとめが期待される。
