研究の課題と方法。地方政治の再編成では行政機構と住民、地方諸組織(団体)との関係が一つの課題となっている。そこで、地域組織と住民組織が地方行政といかに開係しているかに着目し調査、分析した。調査地域は北海道端野町と愛知県安城市高棚地区である。地域の選定は地方性と歴史性の相違を考えて選択した。結論・住民組織と行政との関係については、両町とも町内会(端野町)、協議会(高棚町)を軸に文化,年令階梯別組織,社会奉仕組織などの住民組織の発展が著しいなかで、関係の深化が著しい。その役割においては、地域の歴史性が作用し、町内会(協議会)は古い歴史をもつ高棚地区が今日でも自立した強い機能をもっているのに対し、端野町では町内会以外の諸組織(機能別組織)の役割が行政と結合して積極的な役割を果している。産業、経済を軸となる地域諸団体は、その組織化の程度は両町とも著しいし、又、その役割も大きい。高棚地区は都市近効地区、端野町は純農村地区で、前者には商工団体、後者は農業団体が主体となっているが、いずれも議員に利益代表がおり、市、町の基本行政への影響力を強くもっている。この点が住民組織が行政執行機関との結合の力が強いのに較べて大きな違いである。地域代表の議員は多いが、彼らの役割は、地域と行政執行機関との調整役の方が地域にとっては大きい。しかし、住民組織、地域諸組織(団体)のいづれもが、今日、行政機関の現実の執行を下から支える役割をもっていることに共通性がある。つまり、地方自治行政において、一般に地方議会の役割を中心に考えることが多いが、今日の地方自治は、現実には住民組織、地域組織(団体)が媒介の役割を果して支えられているという事実が明らかとなった。地方議会の役割とその下にある地域組織の果たす役割を自治の視点から更に検討することが必要である。
