本年度の研究は,第1に,北海道の山村の社会構造変動の一般的傾向を、北海道の農林業基本デ-タ-の分析をもとに捉え、第2に網走郡津別町の実証研究、そして第3に、高知県山村の基礎デ-タ-の集績と幡多郡十和村,高岡郡檮原町の基礎調査という研究経過をとった。今日の山村の社会構造変動の基本的要因は、林業の動向に依る。昭和30年初頭の植林による林産資源(北海道でカラ松、高知県で杉)が、30年経過して有効な資源として生きていないこと。又、自然林が、いずれの地域においても枯渇していること。その上に、林産資源の経済的価値の停迷が大きく影響している。山村の人口の減少は、基本的に林業の停迷に起因している。山村の産業構造は、林産加工業に依存する度合いが依然として強いものの、食品加工業,繊維業など新たに誘致された企業の比重が大きくなり、且つ、山村といえども産業のサ-ビス化の動きが一方で進んでいる。しかし、林業、農業をも含む諸産業の労働力の中高年令化、女性化が著しく、他町村との労働力の交流も激しい。地域の産業は,絶えず労働力不足の状態にある。しかし、都市と比較しての賃金格差、労働環境の劣悪な点は、一層進んでおり、行政、地域経済界が、その点に対して、きわめて無自覚であることが明らかとなった。地域の労働力不足への対応として、中高年と婦人労働力への依存は、山村社会では、今後とも避けられないので、むしろ、中高年と婦人の労働力が、より有効に働らけるような労働環境の整備が必要であることが明らかである。山村の高令化と地域社会の崩壊は、府県の進展が著しいが、北海道も、やや遅れた形で地域の“限界化"が進むと考えられ、先を見こした対応の必要なことを結論として導き出して、今年度の研究は一先ず終了した。
