项目摘要
In Pre-war Japan there was a dual decisionsmaking and adminietration system of education. according to the system, a vital matter on education was regulated by Imperial Ordinances and the rest by educational laws enacted through-the disccussion in the Imperial Diet, the establishment of the system in the Meiji Era was made a study of. This Project aims at bringing to light the changing process of the status of Imperial Ordinacess in the system during the Taisho and Showa Era. It may satetyle said that there aren't such kinds of studies in Japan. Though this dual system itself continued to be in existence until 1945, the meMbers of the Imperial Diet and Political Parties began to assert that the Imperial Diet should deliberate about all the educational matter, because the system gave rise to many problems and criticism in this project the documents on the educational resolution of a Political Party (1925), the abortive "Compulsory education Bill" (1937) and the amendments of the Privy Council Regulations (1938) were collected.
