(1)雪害班では, 雪崩災害に焦点を絞り, 雪崩発生危険の警報システムと避難方法・行動の研究を行った. 警報システムに関しては, 適切なシステムを検討するために, 諸外国における警報システム, 情報サービス等に関する文献・資料を収集し, わが国の気象条件, 雪質に適した警報システムを考察している. その他, 避難に関する過去の諸事例の調査, 雪崩到達時間算出のためのモデル実験, アンケート調査による埋没救済法の分析, 等を実施した.(2)水害では, 過去の水害被災地を対象に, アンケート調査法によって水害時の住民の対応行動とそれに及ぼす水害情報や住民地震の防災意識の影響を検討し, 水害時に適切な対応を実行させるには住民自身の防災意識の向上に心がける必要があることを明らかにした. また, 避難命令の発令・伝達に関して, 信号伝達方法の住民への周知は十分徹底されていなこと, 全国的に統一をはかる必要があること, 等が明らかになった.(3)火山班では, 火山災害時の警報と住民の避難に関する基礎資料の収集と整理を行い, 主要17火山における警報伝達体制の現状と問題点, 避難行動の一般的特徴を明らかにした. その結果, 災害警報の伝達体制など地域の防災計画の整理状況に関して, 大規模な緊急避難が必要な噴火災害を考えた場合, 問題になる火山が少なくないこと, また, 被害想定にもとづいた防災対策を各火山地帯の実状にそって計画すべきこと, 等が明かになった.(4)地震・津波班では, 関東一円の沿岸市町村を対象に, (1)警報発令時の準備体制, (2)避難指示・勧告, 住民の避難誘導などの準備体制, (3)日頃の防災システム, 等についてアンケート調査を実施した. その結果, 津波警報の収集, 避難指示などの対策面では, 東海地震の強化地域に指定されている静岡県の沿岸市町村でかなり進んでいるのに対し, 福島県沿岸市町村や千葉県沿岸地区では対応に著しい立ち遅れがみられることが明かになった.

(4)Earthquake, Tsutomu, Kanto, coastal towns and villages, (1) Preparation system for warning, (2) Evacuation instructions, warnings, evacuation induction and preparation system for residents, (3) Daily disaster prevention schedule, etc. As a result, Tsunami warning was collected, evacuation instructions were issued, and the strengthening area of the East China Sea earthquake was designated. Shizuoka Prefecture coastal towns and villages were designated. Fukushima Prefecture coastal towns and villages were designated. Chiba coastal areas were designated.
