国際学術連合(ICSU)はすでに1982年から地球変動の研究が緊急な課題であるとの認識に立ち、1986年ICSUのベルンにおける総会で1990年から10年計画で地球変化の研究ー"地球圏ー生物圏国際協同研究計画(IGBP)"ーを進めることを決定した。この計画は地球変化の機構を物理・化学過程と生物過程の相互作用系、また、陸ー海洋ー大気の相互作用系として解明し、21世紀の地球変動と予測可能にするためのものである。すでに国際的にはIGBP特別委員会で精力的に研究計画案と組織体制について検討を進め、おおよその成案を得ている。本研究班は国際的なIGBP計画案の進行と密接に対応しつつ、日本学術会議のIGBP検討委員会と連絡をとり、わが国の研究計画案と研究組織の確立に向け検討を進めた。まず、本研究に必要とされる研究課題を広く集め、研究地域と領域によってマトリックスをつくり整理し、さらに国際的な研究テーマと対比しつつ、出発時の日本の研究課題を以下のようにまとめた。1.生物圏と大気圏との化学的相互作用、2.陸上植生への気候変化の影響、3.海洋における物質循環と生物生産、4.物質循環及び気候変動の解明と数値シュミレーション、5.環境変化のモニタリング、6.古気候の復元さらに、これらのテーマのサブテーマについても成案を得た。この間1988年7月にシンポジウムを、1988年と1989年に2回関係分野の代表者に対し説明会を行い、各分野からの意見を聴いて、研究計画案に反映させた。本年10月の学術会議総会に勧告案を提出する予定である。

The International Consortium on Science and Technology (ICSU) established an urgent research project on Earth movement in 1982, and decided to develop the International Collaborative Research Program on Earth Biosphere (IGBP), a 10-year project on Earth movement in 1990. This project aims at understanding the mechanism of Earth evolution, the interaction between physical and chemical processes and biological processes, and the interaction between terrestrial and oceanic processes and the prediction of Earth evolution in the 21st century. The IGBP Special Committee is dedicated to the development of research projects and organizational structures. This research group is engaged in close contact with international IGBP projects, contact with IGBP discussion committees of Japan academic conferences, and discussion with national research projects and research organizations. The research topics necessary for this study include the following topics: collection, research area, collation, international research, and Japanese research. 1. 2. Effects of climate change on terrestrial vegetation 3. Material circulation and biological production in the ocean 4. Numerical solutions to material circulation and climate change 5. Environmental change 6. Restoration of ancient climate In July 1988, the representative of the two branches of the relationship held a discussion meeting, and the opinions of the branches were reflected in the research plan. A proposal was proposed at the October academic conference.
