项目摘要

まずマクロ政策の国際協調をめぐる研究論文を多数収集した。書物の形で出版された論文集はもとより、まダ正式公刊されていないワーキングペーパー、デイスカッションペーパーも入手すべく、東京の研究機関などからも文献の提供を受けた。これらの文献を精読することによって、内外の研究方向を知るとともに、未開拓の問題点をも見出すことに努めた。従来からの研究で浮かびあがった問題の一つは、経済知識の不十分さが協調を困難にすることであり、この点は日本とアメリカのマクロ政策の協整を例にサーベイし、63年秋の理論・計量経済学会年次大会で報告した(裏面参照)。またこの報告の後半では、未開拓の問題にも言及し、とくに各国の狭い国益追求がフリーライダー問題を生せしめる点を強調した。本論文の後半部分はサーベイにとどまらず、私の独自の貢献をなしていると考える。ついで63年度の秋以降、マクロ政策の国際協調の見地から戦後の国際通貨制度を再評価する研究をおこない、年度末までにトーシャ刷の英文論文にまとめた(裏面参照、これはいずれ一冊の書物の中の一章として公刊の予定である)。従来の国際通貨制度の評価は、信認・流動性・調整の三側面からなされてきたが、本研究では経済知識の不十分さとフリーライダー問題の見地からアプローチした。とりわけ指導国であるアメリカが制度的取り決めにフリーライドする問題を重視し、旧IMF体制が崩壊せざるをえなかったと論じた。また現フロートにたいするさまざまな改革案についても、上記二つの見地から否定的大評価を下さざるをえないことを明らかにした。
