Trend of Hokkaido Forestry under the Policy of industrial reorganization and problems of Forest policy

作为本研究的出发点，我认识到我们现在面临着日本森林政策的转折点。例如，国有森林的经营减少、自然环境保护的重要性提高、森林的休闲利用等，可以指出80年代中期以后北海道林业的新动向。第一，北海道的外国木材进口增加，自给率下降。第二，大的房屋制造商已经建立了大约一半的房屋建设自1980年代初，并扣下来的合理化分配系统的建筑材料。第三，国家森林和县森林的财政赤字增加。第四，由于度假区的开发，北海道的林地交易量增加，北海道林业存在的问题很多，必须奋进解决。

As a starting point of this research, I recognize that we are now confronted with a turning point in the forest policy in Japan. We can indicate some examples in this evidence: reduction of management of the national forest, increase in importance of the conservation of the natural environment and use of forests for recreations.We can point out new trends in Hokkaido forestry after the middle of the 1980s. First import of foreign timbers increased and ratio of self-sufficiency decreased in Hokkaido. Secondly large house makers have built about half in the house construction since the beginning of the 1980s and buckled down to the rationalization of distribution systems in the construction materials. Thirdly financial deficit in the national forests and prefectural forests have increased. Fourthly dealing of forest lands increased in Hokkaido as the results of resort development.We must endeavor to solve many problems in Hokkaido forestry.
