We found the structure of the characteristics of learning activities of adult learners and political mechanisms of promotion of community education from following points of view, (1) the impact of concept of lifelong learning on school education, (2) practical use of the fruit of learning through various voluntary activities for social welfare, (3) new rolls of staffs of community education, (4) learning as recreational activity.

我们从以下几个方面发现了成人学习者学习活动特征的结构和促进社区教育的政治机制：（1）终身学习观念对学校教育的影响，（2）通过各种志愿活动将学习成果实际用于社会福利，（3）社区教育工作人员的新名册，（4）把学习当作娱乐活动。
