本研究の目的は、地域における学校統廃合と公民館再編の動きに着目して、人口減少の局面にあっても、子どもと大人が学び続けられる教育条件の整備方策を明らかにすることである。その際、自治体における学校教育体制の変化を社会教育体制の変化と連動したプロセスとしてとらえる研究の枠組みを構築して、地域と学校の共存・共生を指向した協働のシステムを築いていく方策について探究している。研究期間１年目は、主に三つの取り組みを推進した。第一に、地域学校協働活動を事例として、法令上における地域と学校の協働の位置づけ、地方教育行政へのインパクトについて検討を進めた。「協働」の概念が教育法制に位置づけられた経緯を調査するなかで、地域と学校の協働を担う主体の形成について、社会教育体制として整備していく方策を議論した。第二として、新型コロナウイルス感染症のパンデミックをめぐっては、放課後子ども教室の対応状況を調査し、地域と学校の協働が抱える課題について整理するとともに、地域における社会教育体制の基盤でもある公民館の運営状況や公民館と地域および学校との協働についても調査することにより、現代の地域社会や社会教育の置かれた状況の解明を進めた。第三に、学校統廃合の動向について基礎的なデータの収集に着手するとともに、地域教育経営の視点から、近年進められた学校適正規模・適正配置の審議過程の事例分析を実施した。また、少子高齢型の人口減少の動向に加えて、自然災害の発生によって地域からの人口流出や学校の校舎損壊が生じるというリスクをとらえつつ、東日本大震災後12年を迎えることから、地震・津波災害後の沿岸部地区での地域と学校の状況について、実地踏査、資料収集、インタビュー調査を実施した。以上を通して、研究課題の今後の展開に向けた基礎的な取り組みを進めるとともに、国内外の学会において研究成果の発信と交流を図った。
