米国の中東政策の特徴の一つは、「特殊関係」と呼びうるほど親イスラエル的傾向が強いことであるが、それはユダヤ系米国人の存在とその組織化及び活動に負うところが大きいと思われる。本研究では、こうした仮説に基づき、ユダヤ系米国人が実際にどのような団体を組織しているか、またこれらの団体が具体的にどのような活動を行っているかを分析し、とくに米国の中東政策に対する彼らの影響力の大きさを測定することをねらいとした。そのため、まず「アメリカ・ユダヤ年鑑」その他の資料を手がかりに、(1)米国内に存在する200以上のユダヤ系の団体の中から主要な10団体を取り上げ、その組織・活動を調べるとともに、(2)その中でもとくに専門にロビ-活動を行う「アメリカ・イスラエル公共問題委員会」(AIPAC)の活動の実態を分析することに努めた。これらの調査及び分析から得られた知見は、以下の通りである。1.ユダヤ系米国人は俗に言われるほど一枚岩ではなく、ユダヤ系団体も宗教的・非宗教的,シオニスト・非シオニスト,出身地域などにより多種多様であり、ユダヤ人全体を大同団結した組織は存在しない。2.これらの団体はイデオロギ-的にも多様であるが、イスラエル国家に対する強い一体感を示しているという意味で、「プロ・イスラエリズム」とも呼べる共通の意識が見られる。3.AIPACの米国連邦議会におけるロビ-活動はきわめて強力であり、とりわけイスラエルに批判的言動を行う議員への攻撃は激烈なものがある。4.AIPACは傘下に多数の政治活動委員会(PAC)を擁し、選挙資金集めや選挙運動の面でも他のロビイスト団体には見られない大きな影響を行使している。

One of the characteristics of the Middle East policy of the United States is the tendency of "special relations" to call for "special relations".
