本研究は、最も安定しているといわれるわが国の初等教育とは対照的に、現在、大きく改革されつつあるフランスの初等教育に着目し、改革の焦点である学習期制の導入の対象を絞り、次の2点を明かにすることを目的とした。(1)改革の論理(改革に至る考え方の筋道)を、政治的・経済的・社会的文脈のレベルと、教授組織に関する教育学的・心理学的レベルで明らかににする、(2)制度的構造を構成要素に分けてそれぞれ検討することにより、改革の具体的な対象と改革を可能にする制度的な受験を明確する、の2点である。第1点については、新教育基本法の審議録及び通達等の政策文書の分析により、「バカロレア80%目標」という中等教育段階での目的を実現するために、学校の非民主的性格、すなわち、親の社会的文化的水準による子どもの成功の規定性、学校による就職の機会の不平等を問題視したことから、その問題の根幹に当たる初等教育に改革の重点が置かれたことを明らかにした。第2点については、法令や国民教育省の出版物を手がかりとして、新旧の制度を比較対照することから、学習期制の導入は、落第を防止するために学習期間の単位を1年から3年に延長するといった1側面に留まるものではなく、(1)コレージュでの修学の準備に向けた方法的知識の獲得という目的の重視、(2)12歳を越えた小学校在学は許されないという意味での課程主義の原則の放棄、(3)5歳児からの小学校入学、(4)多様な進度別グループ編成、(5)授業時間の編成の柔軟化など、教授・学習組織の多面的改革を伴うものであることを明かにした。なお、今年度の研究成果の一部は、今年度の比較教育学会において、「フランスにおける学業失敗の問題構成」との題目で発表した。

This study aims to establish the most stable system of primary education in China and to improve the quality of primary education in China. (1)The logic of reform (reform to the examination of the way), political, economic, social context, teaching organization related to education, psychology,(2) the structure of the system, the composition of the elements of the system, the specific object of reform, the possibility of reform, the system to be clear, the two points. Point 1: Analysis of policy documents such as the Review Record of the New Education Basic Law and Access to Education,"80% Target" and the Implementation of the Target for the Secondary Education Stage, the Undemocratic Character of Schools, the Cultural Standards of Parents, the Requirements for Success, the Inequality of Employment Opportunities in Schools, etc. The root of the problem is the focus of the reform of primary education. The second point is that the publication of the Ministry of National Education should be carried out in accordance with the law, the old and new systems should be compared, the study period should be introduced, the fall should be prevented, the study period should be extended from one year to three years, the bottom should be reserved, and the preparation of the study should be carried out in accordance with the law.(2) The 12-year-old primary school is allowed to give up the principle of curriculum,(3) The 5-year-old primary school is enrolled,(4) The multi-disciplinary schedule is organized,(5) The teaching time is organized flexibly, and the multi-faceted reform of the teaching and learning organization is accompanied by the reform. Part of this year's research results is presented in this year's Society for Comparative Education, entitled "Problems of Academic Failure."
