本研究は、新学習指導要領への移行期に、各県および政令指定都市がいかなる行政組織と実際をもって教育課程行政を推進したかを、各教育行政組織の特性の観点から明らかにすることを目的としている。現在までの研究の到達は、おおむね以下の通りであり、研究の目標の達成までには未だ課題を残している状況にある。(1)直接の訪問および郵便での依頼を通じて、都道府県と政令指定都市の教育委員会(計59)の発行する教育便覧、教育行政関係公報等の基本資料の入手を試みた。その結果、約8割の教育委員会から資料の提供を受けることができた。各教育委員会の組織あるいは学校の状況の多様さはもちろん、同一名の資料でありながらそこに記される学校教育関係の資料の相違も顕著であり、各単位ごとの指導重点や地域的特性の違いが明瞭となった。(2)各行政ごとの学校教育行政の組織と教育課程行政の基本枠組みについて、共通点と相違点を調査するとともにそれらの概要の整理を進めた。これらは具体的には、人工規模やその集中度(都市部と郡部の人工分布)、交通手段の状況や山岳や河川等の地理的状況、歴史的・文化的経緯による「自然的」区分等に関連した高い規定性のもとでの、行政の組織配置がなされていることを明らかにした。(3)研究代表者にとって、調査が比較的容易だった青森県と新潟県を事例として取り上げ、両県における高校教育の概況と単位制高校、高校入試制度(とりわけ学区制度)に限定して、その改革動向についての調査、整理を進めた。
