本研究は、教員の養成-採用-研修という教師教育の連続性を確保し、より効果的な教師教育を実現する方策を探ることを狙いにした。その一つとして、教員に対する試補制度がいかに有効であり、同時にそれがどんな課題を抱えるかを明らかにすることを意図した。本年度は、一昨年のドイツでの研究レヴューを受けて、同制度に関わる資料収集とその分析を中心に進めた。これまでの結果、日本への試補制度を導入を構想する場合、現時点では以下の提案が可能である。(1)各県の総合教育センター等の拡充をはかり、教職専門、教科専門の大学教員相当職のスタッフ配置およびそれに伴う予算、施設・設備を整備すること。そのためにも大学と教育委員会との繋がりを、教育研究・教員採用・教員研修について強める必要があること。(2)大学での教員養成と試補段階での養成の内容・方法を区分し、その上で両者の連携を求めること、(3)初任者研修を改変して、正規教員の指導のもとで授業を行う段階、そして独立して授業を行う段階と、計画的でしかも給与などの身分保障を伴う試補教育を実施すること。これらを実現する方向で深めるべきは、次のようである。(1)について「実践に関連した(praxisbezug)」教員養成・研修をどう理解・計画するか、(2)について「大学における養成」の意義と限界をどう描くか、(3)について、新任教員には担任を持たせないといった「学級崩壊」状況を受けた日本の政策動向との擦りあわせをどう考えるか。こうした理論的側面とあわせて、行財政的課題としては、現在の教員採用規模を大幅に引き上げることが必要となる。そのためにも学校教育費の分析や効果的学校教育に向けた提案がさらに求められる。
