本研究では、まず散逸状態に近い戦時経済に関する一次資料類の調査目録づくりから始めた。作業は防衛庁防衛研究所図書館、国会図書館憲政資料室、東京大学等で所蔵する資料を中心に行い、防衛研究所所蔵資料については、詳細な目録を作成した。これは、研究の相互交流と当該研究の一層の進展をはかる目的で、関心をもっているとみられる研究者に送付し、利用の便をはかった。この上の本研究課題の中心テーマである軍需工業動員について、2本の論文を発表した。1つは陸軍造兵廠を中心とする労務動員の実態についてまとめたものである。従来、戦時期の労務動員はもっぱら、就業制限を受けた民需産業部門を中心に検討されてきたが、動員の中心産業では軍需部門のそれはほとんど明らかにされてなかった。民需部門とは組織も機構も別立てで実施された軍需労務動員は本研究ではじめて本格的に解明された。つぎに陸軍造兵廠を中心に兵器生産の実態も多角的に明らかにした。動員計画の立案と実施過程、造兵廠の設備拡充計画、資財確保対策の実態、民間利用工場の組織化と管理のあり方や生産阻害要因なども明らかにした。これらの点は、皆、一次資料をもとに明らかにした事実であり、従来ほとんど実態の判明しなかった軍内の造兵廠の作業、民間工場のあり方が、本研究ではじめて本解的に明らかになったといえる。
