This study tries to examine the de-regulation policy of the U.S.information industry and the structure of international specialization between hardware industry and software industry in U.S-Asia Pacific.My conclusion is two point of the special quality.One is that we cannot analyze the U.S.information industry by the theory of competitive market and in 1990's the U.S.Information Industry is transforming to the monopolistic industry under the de-regulation policy. This is due to the process of innovation under the U.S.big and venture business competition and the U.S.information policy.Two is the U.S.Information policy spurs the competitiveness of the U.S.InformationIndustry but until now, it cannot recovery the surplus in information electronics industry to the Asian Pacific countries and it caused to the U.S.enterprise structure.But my research dose not complete because of this industry's intensified changingin 1990s, and I cannot conclude.

本研究试图考察美国信息产业的放松管制政策以及美国-亚太地区硬件产业和软件产业的国际分工结构。我的结论有两点特殊之处。一是我们不能用竞争市场理论来分析美国信息产业，而1990年代美国信息产业在放松管制政策下正在向垄断产业转变。这与美国大企业和风险企业竞争下的创新过程以及美国的信息政策有关。二是美国的信息政策刺激了美国信息产业的竞争力，但至今未能将信息电子产业的剩余部分恢复到亚太国家，从而对美国的企业结构造成影响。但由于该产业在20世纪90年代的剧烈变化，我的研究并不完整，无法得出结论。
