国民党政権期の政治外交史研究はなお不十分であり、列強の政策対象としてではなく中国を主体としたものは少ない。本研究は、対外政策と中国内政との連繋を重視し、初期南京政権期の政治構造(特に中央-地方関係)及び政策決定者の対外認識を分析し、それを踏まえて、中文史料、日本・ソ連・米国など外国側史料双方を組合わせ利用することによりその対外政治過程を解明しようとするものであり、具体的には1929年から1933年に至る時期の張学良東北政権を中心とする対外政治過程を当面の検討課題とした。本年度においては、1929年の中東鉄道事件を事例に具体的研究を進め、「張学良的東北『地方外交』-以中東鉄路事件(1929年)為中心-」を執筆(中文、全4万字)、94年12月に中国で開催の中華民国史国際シンポジウムに提出、概要を報告した。論文の趣旨は、中華民国期において「地方外交」の現象が広く存在し、特に東北・新彊など辺境地域ではとりわけ頑強で、南京政府期にも中央政府の外交と競合し現実に展開されたこと、張学良政権による中東鉄道接収は、北伐・統一の進展と民族主義運動発展の中での地方軍事指導者の「公定ナショナリズム」(Benedict Anderson)的対応であり、かつ張学良政権の対ソ軽視、対日恐怖感がその政策決定に当たり重要な要因となったことなどであった。なお上記論文の一部は『民国学刊』(1995年)に発表予定である。なお満州事変期(1931〜33年)についての事例研究も予定していたが、今年度は十分な検討が行えなかった。次年度以降の課題としたい。

A Study on the Political and Diplomatic History of the Kuomintang during its Political Period: The Policy of China This paper studies the political structure of Nanjing in the early stage of China's internal affairs (Special central-local relations) and policy decision-makers 'understanding of foreign affairs. The combination of Chinese historical materials, Japanese and American historical materials and foreign historical materials makes use of the specific political process from 1929 to 1933. Zhang Xueliang's political center and foreign political process face to face. This year, I will make progress on the specific case study of the Middle East Railway Incident in 1929. I will write "Zhang Xueliang's Northeast 'Local Diplomacy'-Focusing on the Middle East Railway Incident (1929)"(Chinese, 40,000 words). I will present and report on the International History of the Republic of China, which was opened in December 1994. The purpose of this paper is that the phenomenon of "local diplomacy" in the period of the Republic of China has existed, especially in the northeast, the new strong border area, and the Nanjing government has developed the diplomatic cooperation between the central government and the Middle East railway. During the Northern Expedition, the progress of unification and the development of nationalist movement, local military leaders '"Benedict Anderson" policy decisions were important because of Zhang Xueliang's political attitude and Japanese terror. A book titled "Journal of the Republic of China"(1995) was published. During the period of 1931 ~ 33, the case study of the state affairs was carried out. The following year, the project will be launched.
