(1)聞き取り調査の実績各地方自治体における農林業補助の現状および農林業補助の効果測定について聞き取り調査を行った。過去に大きな水害に見舞われ、現在農林業補助制度を有する九州の3つの県において地方自治体の関係者より聞き取り調査を行った。必要に応じて、市町村レベルの関係者より聞き取り調査を行った。各地方自治体においては、農林業補助の効果を測定して新たな補助計画の参考にしており、この効果の測定状況を把握し、測定基準について資料を収集した。(調査旅費充当)(2)資料調査の実績九州と同様の農林業補助制度を有する日本の他の地域、および世界の他の国々について、資料調査を行った。先ず、日本と世界の農林業補助について資料調査を行い、次に補助効果測定の現状と補助効果の測定基準について資料調査を進めた。また、必要に応じて関係分野の専門家より資料を収集した。(資料収集旅費充当)(3)調査結果の整理と分析の実績効果の測定状況と測定基準について3つの自治体のデータを収集し、データベースを作成した。データベースの作成にはアルバイトを雇用した。(謝金充当)次に、調査による測定結果を分析して客観的基準を導出した。収集した他地域のデータを基礎に作成したデータベースの解析を行い、測定基準の妥当性を検討した。そして客観基準と九州基準の差異の意味づけを行った。さらに新しい基準による補助効果の再評価について検討し、他地域と比較した場合の妥当な測定基準に基づいて、九州の当該地域の補助効果を新たに測定した。
