本論の目的は、健康という語に負荷された政治的野望を明らかにすることである。健康の概念が「病気でない」だけで満足しきれなくなり、さらに積極的な概念に拡大していくのは、近代的な国家政策を進める各国共通の傾向である。本論では、日本において、「健康」という語に負荷されてきた意味を分析し、この語が近代化を進める過程で果たしてきた役割を明確にしたい。「健康」という語は、明治維新以降に日本が近代的な国造りが急がれる際に、それまで放置されていた被支配層の九割近くの人々の〈健康〉が問題となる過程で考案された、近代的市民を養成するひとつの「発明」だったのである。本論が対象としたのは福沢諭吉というただ一人の啓蒙論者と、明治末期の制度に関するテキストである。この限りにおいてなされた今回の分析だけで、本論が、「健康」が含意するすべての意味を整理をしつくすにはとうてい及ばない。だが、健康を問題にする際につきまとってきたある種の野望、これをいくらかでも明らかにしたことにより、健康の概念を定義づけることのむなしさについて改めて自覚を促すに至る。健康は、それを規定しようと企てるものの「アピール」であったのだ。本論でふれたいずれの健康についても共通するのは、放置しておけば自らの身体を自らの力で管理することができない無知な大衆を前提としていることである。健康は、これらの無能な大衆に向かってある種の努力を奮起させ、怠惰や自爆自棄を戒めるために発明されたのである。近代国家は、人々の生活からおよそどれくらいの生産が見込めるものか、シュミレーション抜きでは成り立たない。本論が提示した健康の概念に内在する近代的公式によれば、健康は、国家の将来設計の見積もりと、これに見合あわせるための人々の生産性を試算した上で、決定される。
