古代の律令制都城のうち、平城京と藤原京(新益京)の遺構データを収集・整理するとともに、都城の縮刷版ともいうべき地方官衙について、基礎的な資料の収集を開始した。また、本年度は、建物配置の定点となる藤原京の条坊に関して、特筆すべき調査成果が得られたため、その条坊復元に重点をおいた分析を実施した。藤原京の京域については、一坊=四町として、十二条八坊の範囲を想定する岸俊男の復元が、長らく定説であった。ところが、近年、その推定京域の外側からも、藤原京の条坊に一致する遺構があいついで検出される一方、本来、道路を通す必要のない宮域部分にも、宮の施設に先行する条坊道路が存在したことが判明している。今回、それらの遺構データを再検討した結果、こうした条坊道路が、のちの拡幅を除くと、三段階のきわめて整然とした規格で設定されていることが明らかとなった。側溝心々間大45尺(16m)の大路、25大尺(9m)の条間路・坊間路、20大尺(7m)の小路という規格である。これらは、宮内および岸説の京内・京外の区別にかかわりなく、同一の原理で機械的に施工されており、藤原京の京域が、岸の想定より広がることはまちがいない。同時に、一坊の大きさは四町ではなく、平城京以降の都城と同じく、十六町であったと判断される。また、一坊=十六町とした場合の西五坊大路を京極として、それより西には京域が広がらない。こうした点および律令の坊令規定から、藤原京の京域は十坊四方の正方形で、その中央に宮をおくという、ほかに例を見ない特徴的なものであったと推定される。したがって、藤原京は、実在の中国都城を直接モデルとしたのではなく、『周礼』にみられるような中国都城の理想型に基づいて設計された、理念先行型の都城であった可能性が高い。日本における条坊制都城の成立とその発展過程を考えるうえで、その意義があらためて注目される。
