本年度は、労働時間弾力化の内容及び影響についての実証分析をさらに進め,労働時間問題に対する大企業の原則的な態度やホワイトカラー労働者への実際の影響を,「合理化」の視点から明らかにしようと努めた。その際,(1)今日のような不況下での雇用調整圧力の中で,労働時間の弾力化がもつホワイトカラーの人件費節約的側面がいかにして強められているのか,(2)弾力化が労働時間短縮につながる場合にはいかなる運用がなされているのか,(3)運用面での裁量の範囲が労働時間の増大か短縮かを左右する場合,時短政策・施策としては何が必要なのか,(4)ホワイトカラーが残業手当を支払われないのに長時間残業をするしくみが,みなし労働時間制の導入によって強化された際,いかなる影響を及ぼしているのか,(5)弾力的労働時間制度が労務管理上困難な労働の領域・分野があるとすれば,それはいかなる質の労働か,何故困難なのか,などの論点を中心に研究を進めた。その結果,特に(1)の論点と関わって,以下の諸点が明らかになった。すなわち,大企業では,(ア)みなし労働時間制を利用した弾力的な労働時間制度の適用対象をこれまでの営業・研究等の部門からホワイトカラー全体に拡大しようとしていること,(イ)結果的に,実労働時間と支払われる労働時間に差が生じる仕組みができあがってきたこと(これは残業手当の削減につながる),(ウ)それは賃金体系上,時間給から出来高給へのウェイトを高めるものであり,(エ)その延長上に,近年急速に人件費節約の切札として役員からホワイトカラー一般に適用拡大されている年俸制などの仕事給,能力給の拡大があること(賃金の個人別管理の徹底)などが明らかになった。
