リサイクルを考慮した製品開発に関するアンケート調査と企業の環境対策担当者・技術者に対するインタビュー調査を実施した。日本の製造業(東証1・2部)を中心に「リサイクル志向の製品開発に関する調査」というアンケート調査を行った。有効回答票(351社、回収率約4割)から得られた主な結果は、以下のとおりである。(1)環境・リサイクル対策の組織を作っている企業は約4割、製品アセスメントのガイドラインを作成している企業は約2割である。(2)ISO9000(品質保証の国際規格)の承認を得ている割合は46%、同じく平成8年後期に発行予定のISO14000(環境管理システム)の承認に向けて検討している企業が約4割である。(3)主要な製品についてリサイクルを考慮した製品の設計を行っている割合は約4割である。(4)製品の減量化を進めている割合は4割、省電力化・省燃費化を行っている割合が7割と高い結果となった。その他の質問項目としては、部品の分解・分離の容易性、破砕、焼却、処理時の安全性等であり、その傾向を示した。また、リサイクル製品の開発と収益性の相関、価格競争力や品質競争力との関連を示した。次に、リサイクル対策を積極的に行っている企業の担当者にインタビュー調査を行い、現状と問題点を整理した。主な問題点としては、日本の場合、(1)リサイクル施設の整備が欧米に比べて遅れていること、(2)消費者の意識向上が必要なこと、(3)資源の有効利用には製造企業、消費者、回収施設を整備する行政からなる製品のリサイクルシステムの構築が求められていること、(4)法整備が遅れていることなどである。
