本研究の目的は、日本沿岸漁業において漁業資源管理を有効に行なってきた管理組織の組織特性を解明することである。いわば、日本における漁業資源管理の経験を管理組織の組織特性レベルで明らかにし、理論化しようとするものである。それによって、漁業資源管理における有効かつ効率的な漁業管理組織像を提示する。この目的を達成するために、本研究は以下の三つの課題からアプローチした。第1に、日本沿岸漁業における漁業管理組織・資源管理組織の実態を統計的に把握する。第2に、漁業資源管理組織の組織特性を、イ)合意形成、ロ)意志決定やリーダー・シップ、ハ)組織内の階層構造や権力構造、ニ)見込み利益の組織内配分の仕方および経費・義務負担の仕方、ホ)組織構成員間の公平感・公正感、ヘ)資源の排他的利用の有無、ト)既得権益の保障の有無、チ)組織内コンフリクト、リ)その他(行政の関与や制度的保障等)、などの諸項目にわたってアンケート調査および事例調査を通じて明らかにする。第3に、有効な漁業資源管理組織像を抽出し、その機能メカニズムを理論的に解明する。アンケート調査では、資源保護協会作成のデータ・ベースを利用して、これまでに何らかの形で漁業管理の実績をもった514の管理組織に郵送質問票方式で調査を実施した。本研究では有効回答票157(有効回答率31%)を用いて統計的に分析した結果、有効な漁業資源管理組織の組織特性としては、(1)漁業管理によって得られるだろう見込み利益を組織メンバーが優先的に亨受できるシステムをもっている、(2)利益配分や費用負担がきわめて公平・公正である、(3)組織内コンフリクトが少ない、(4)民主的な合意形成が行われている、(5)強いリーダーシップが発揮されている、などの諸点を抽出できた。従って、こうした組織特性をもつ管理組織が有効な管理組織像として提案できるものと考えられる。

The purpose of this study is to clarify the organizational characteristics of fisheries resources management in Japan. The organizational characteristics of fisheries resources management organizations in China and Japan are clear and theoretical. This study has 157 votes.(Effective response rate 31%) Statistical analysis results, organizational characteristics of fisheries resources management organizations,(1) fisheries management organizations,(2) benefits distribution and cost burden,(3) intra-organizational differences,(4) Democratic consensus is formed in the middle of the process,(5) strong political parties are formed in the middle of the process, and various points are extracted. The organizational characteristics of the management organization are discussed in detail.
