THEORY OF RESIDENTIAL SPACE AND THE FUNCTION OF NON-PROFIT ORGANIZATIONS

本研究的目的在于明确居民、地方政府、私人部门和非营利组织等部门在发展居住空间理论中的作用和合作机制。本文首先分析了欧美国家非营利组织的功能和作用，然后探讨了日本培育新兴非营利组织的基本条件，并在1997年的研究中指出，随着全球经济的发展，由于城市规划法和建筑标准规范的不足，城市地区的居住条件恶化。本研究以世田谷区和卡克川市的市民参与、坂神地区的家庭福利服务的市民参与、坂神地震灾区的志愿者活动为例，分析了1998年伦敦非营利组织恢复居住空间的社会运动。他们一直在与地方政府合作推动城市更新项目，反对自由市场机制的逻辑。

The purpose of this study is to makes it clear about the role and cooperation system in these sectors such as citizens, local government, private sector and Non-profit organization to develop theory for residential space. First, I analyze the function and the role of the Non-profit organization in the Europe and America, then discussed about the fundamental conditions how to foster the emerging Non-profit organizations in Japan.In the research of 1997, I pointed out that as the global economy developed, residential conditions in urban areas worsen because of poor Town planning Act and Architectural Standard Code. The case-studies in this research are as follows, the citizen participation in Setagaya Ward and City of Kakegawa, the citizen participation of home welfare services in Hansin Region, and the volunteer activities in damaged areas by the Great Hansin-awaji Earthquake.In the research of 1998, the social movement to recover the residential space by the Non-profit organizations in London were analyzed. They have been promoting the urban renewal projects in cooperation with local government and opposing against the logic of free market mechanism.
