Urban growth controls have been analyzed from the standpoint of owner-residents to their utility level. Main results of the analysis are summarize :(1) Labor force supplied by renters is input into urban production and the wage rate is equal to their marginal product value, production sector profit is employ distributed among owner residents. Under this the optional city size is larger than the one where production activity is not incorporated.(2) Where congestion eternality due to population increase is perceive only by owner-residents, growth control becomes more stringent then that where eternality is not considered. However, if all residents are offered by congestion, then there is a possibility that a city is rather expended in comparison with the situation with no congestion eternality, particularly when transport cost in a city is relatively high or when the number of renters is lager relative to that of owners.

城市增长控制已经从业主-居民的角度分析了他们的效用水平。分析的主要结论是：（1）承租人提供的劳动力投入到城市生产中，其工资率等于其边际产值，生产部门的利润在所有者居民中进行了就业分配。在这种情况下，可选的城市规模大于不包括生产活动的城市规模。(2)当由于人口增长而导致的拥堵永恒性仅被业主-居民感知时，增长控制变得比不考虑永恒性时更加严格。然而，如果所有居民都被拥挤所吸引，那么与没有拥挤的情况相比，城市有可能被过度扩张，特别是当城市的交通成本相对较高或租房者的数量相对于业主的数量较大时。
