项目摘要

本研究は、北欧及びその近隣諸国(イギリス・オランダ・ドイツ・フランス)における農業構造の変化と農業発展の過程を把握し、各国の農業発展に貢献した諸要因、なかでも、公的部門(政府機関、大学、普及所)・私的部門(農業者組織、民間企業)が提供する農業経営支援事業、即ち、営農サービス事業の体系と意義について、現地調査を通して明らかにすることを課題とした。特に、北欧及びその近隣諸国の農業は、わが国における農業発展のあるべき方向と方策を考える上で、学ぶべき多くの成果・経験を有しおり、本研究では、こうした点を踏まえ、わが国における北欧及びその近隣諸国の農業に関する調査・研究の一層の発展とそれがわが国の農業発展へもたらす貢献について考察を行なうこととした。以上のような問題意識に立ち、本研究では、農業発展の戦略的な要因として営農サービス事業に着目して調査研究を実施し、具体的には以下の諸点を解明することで課題に接近した。(1)農業構造の変化の方向と農業発展の方向及び戦略的要因との関連性、(2)農業発展に貢献する営農サービス事業の種類と貢献の程度、(3)営農サービス事業が具備すべき要件、(4)営農サービス事業における公的部門と私的部門の役割分担、即ち、あるべき産業組織、(5)営農サービス事業の発展に有効な政策。特に今年度は、最終調査として(1)各国の農業構造・農業政策に関する補足ヒアリング及びこれまで不十分であった統計書・関連資料の収集、(2)各国の普及事業における農業経営支援事業の沿革と現状及び将来方向に関する補足ヒアリングと最終取りまとめに必要な資料の収集、(3)各国の協同組合の農業経営支援事業の沿革、現状及び将来方向に関する補足ヒアリングを各課題に則しておこなった。

This study was conducted in Northern Europe and neighboring countries. The main causes of agricultural structure transformation and agricultural development in various countries are the public sector.(Government agencies, universities, popularization centers) and private sectors (farmers 'organizations, private enterprises) provide agricultural management support services, i.e., agricultural management business systems, significance, and field research. The agricultural development of the Nordic countries and neighboring countries in particular has been studied in the direction and policy of the agricultural development of the Nordic countries and neighboring countries. The above problems are identified, and the main reasons for agricultural development and strategy are discussed in this paper. (1)The relationship between the direction of agricultural structure change and the direction of agricultural development and the key factors of agricultural development strategy;(2) the type and degree of contribution of agricultural development to agricultural development;(3) the requirements for agricultural development;(4) the division of services between public and private sectors of agricultural development;(5) the policies for the development of agricultural development. This year's final survey includes (1) a compilation of statistics and related data on agricultural structure and agricultural policy in each country;(2) a compilation of necessary data on the evolution and future direction of agricultural management support services in each country;(3) a compilation of the evolution of agricultural management support services in each country's collaborative portfolio; The current situation and future direction of the relevant issues are complementary.
