项目摘要

本研究では、長野県宮田村N集落と秋田県横手市雄物川町Ｏ集落の30～40年間にわたる長期的な実態調査データを用いる中から、地域労働市場と農業構造の動態的な展開を明らかにするとともに、今日も地域労働市場および農業構造の地域性が存在する要因を明らかにしつつ、今日の日本農業構造の総体的な把握を行うことを課題とした。今年度の研究計画では、データを整理しつつ、分析に必要な補足調査等を実施しながら、論文投稿や学会発表を進めることを主な目的としていたが、研究は予定していたよりも順調に進捗し、研究成果を体系的にまとめた上で、平成28年3月に博士論文として提出した。内容としては、両地域とも過去には青壮年男子農家世帯員から農業と結びついた低賃金労働力が存在する地域労働市場にあったが、宮田村は1980年代後半～90年代前半に年功賃金が一般化する「近畿型地域労働市場」地域となった一方で、旧雄物川町は2014年段階で農業と結びついた低賃金層は検出されないが、「年功賃金」も検出されない地域労働市場構造にあることを明らかにし、これを「新東北型地域労働市場」と規定した。また2000年代後半以降、「近畿型」地域では年金の不足する高齢者の多くは帰農せずに農外で再雇用されていたが、「新東北型」地域では「近畿型」地域よりも高齢者を対象とした農外労働市場が展開していないことから、その多くは農外就業リタイア後に農業に積極的に取り組む傾向にあった。そのため、後者の地域は農地の貸付が少なく、2014年現在も高地代にあった。以上から、今日、農地が借り手市場にある「近畿型」において、より大規模な土地利用部門を中核とする経営体が展開する余地が大きいと結論付けた。これは、客観的に大規模借地農業経営が形成されがたい「新東北型」地域において、より政策的な支援の下に担い手育成を行う必要があることを示唆している点において重要である。
