平成8年10月18日に第1回企画会議、平成9年2月1日に第2回企画会議を開催し、以下の項目を計画・提案した。1)開催日時は、京都で平成10年5月27日-29日に開催される第47回高分子年次大会との関連を考慮して、平成10年5月31日(日)-6月3日(水)とし、また、開催地は、酸化予定者数(約150名)、費用、宿泊および交通の便等を考慮して、犬山国際観光センターとする。2)セッション課題は、我が国の高分子電解質研究の特色を打ち出すため、高分子電解質の基礎研究を基に、コロイド、ミセル、ゲル界面等への展開をはかるようなセッションとし、次の5課題とする。1)synthesis,modification and structural characterization,b)ionic interactions,structures and properties of polyelectrolyte solutions,c)colloids and micelles,d)complexes and gels,e)interactions at interfaces.3)共催学会として、高分子学会、日本化学会、日本物理学会、日本生物物理学会等を検討した。また、酸化候補企業のリスト(52社)を作成した。4)招待講演候補者を28名(国外20名、国内8名)選んだ。これを基に、国際組織委員会や雇問委員会の意見を聞き、分野、国別等を考慮して最終的に14-15名を選ぶこととする。なお、その際、招待後援者がアジア諸国からでるように考慮する。5)アジア諸国の研究者、技術者の参加および欧米とアジア諸国の研究者間の交流の促進について検討した。first circular等で積極的にシンポジウへの参加を呼びかけると共に、必要に応じた資金援助の可能性を検討した。6)日本における組織委員会、プログラム委員会および事務局の構成を決定した。7)国際シンポジウム予告通知(first circular)の内容を上記の案を基に検討し、予告通知を作成した。
