1990年代の世界経済のグローバル化と地域主義の同時進行を前にして、本研究は、特にアジア・太平洋経済協力会議(APEC)に焦点をあてた。APECは、域内に日・米・豪等の先進国とASEANを中心とする発展途上国を抱えており、それら諸国間の経済発展格差はもとより、文化・宗教・言語・人種の多様性など、他の地域に見られない特殊性がある。そのため、APECは、WTOとの一貫性を保持しながら貿易・投資の自由化による経済発展を共通の目標と掲げつつ、達成の時期やその方法・過程はそれぞれの意思と状況に依存させ、かつ経済ブロック化をあくまでも回避する体制をとる。しかも、機構としてのAPECは、条約によらず政治約束を基礎とするル-スな国際制度である。このように「意思主義」と「開かれた地域主義」を柱とするこの制度は、欧州連合(EU)がたどってきた地域統合と対局にあるシステムである。本研究では、まずAPECに限らずアジア地域の経済発展協力組織・制度を概観して、この地域の特徴を浮き彫りにした後、APEC自体の形成・発展過程を分析した。その中で1995年の大阪会議を境として実質的発展を遂げてきたことを掴み、確立しつつある組織構造や、共通の基本原則と個別的実施過程等を検討していった。また具体的問題として、持続的発展の観点及び投資促進の問題を採り上げて研究を行った。研究成果は、主に欧文(英・仏)で発表している。とくに国際法協会(ILA)の地域開発法委員会報告者として、その第1報告書に研究成果を反映した。

This study focuses on the simultaneous development of globalization and regionalism in the 1990s and the Pacific Economic Cooperation Conference (APEC). APEC is the world's most advanced country, and ASEAN is the center of its development. It is the world's largest economy. It is the world's largest economy. It is the world's largest economy. The consistency of APEC, WTO and WTO should be maintained, and trade and investment liberalization should be carried out in a common way, with common goals, objectives, time frames, methods, processes, and systems. APEC is a treaty organization, a political constraint, and a foundation for the international system. The European Union (EU) is a regional organization. This study aims to analyze the process of APEC's formation and development, including the introduction of APEC's regional economic development cooperation organization and system, the characteristics of APEC's regional characteristics and the development of APEC itself. The Osaka Conference of 1995 was held in Osaka in 1995, and the development of quality, organizational structure, common basic principles and individual implementation processes were discussed. Specific issues, development issues and investment promotion issues are discussed. The results of this research are presented in the paper. The first report of the Regional Development Law Committee of the International Law Association (ILA) reflects the results of the study.
