Structure and Development of Communty-based management

可见，日本社会在近二十年来正在形成一种新型的地方资源管理体制。我们把这种新型的地方资源管理体制称为社区管理。社区管理为何在当代日本得以发展？我们可以指出社区管理出现背后的两个因素。首先，城市化产生了严重依赖集体消费过程的新的生活方式。其次，地方政府不能充分满足城市居民追求更好生活条件的各种需求。一般来说，社区基础管理有四种代理人；一个地方企业，一个地方政府，一个非营利组织，一个社区组织（一个社区组织）。问题是，这些代理人之间是否建立了富有成效的伙伴关系。我们可以相当肯定的是，当当地居民的“自我感觉”或“对地方的依恋”强烈时，合作关系往往会建立起来。

It is obvious that a new type of management system of local resources has been developing for the past twenty years in the Japanese society. We call the new type of management system of local resources the community-based management.Why the community-based management has been developing in contemporary Japan? We can point out two factors which works behind the emergence of the community-based management. First, urbanization has produced the new way of life which heavily depends upon collective consumption processes. Secondly, the local government can not fully deal with a wide variety of needs of the urban residents who pursue a better living condition.In general, there are four agents of the community-base mamagement ; a local enterprise, a local government, a non-profit organization, and a community-based organization (a neighborhood organization). The question is then whether or not a productive partnership is made among those agents.We can be fairly certain that a coopetative relationship tends to be established where "we-feeling" or "attachment to locality" is strong among the local residents.
