A Basic Research on the Higher Education Policy in the Era of Enrollment Expansion

本研究旨在考察日本国会中有关高等教育的讨论内容，以期对战后高等教育政策史学研究的发展有所贡献。虽然饮食报告是高等教育政策研究最重要的素材之一，但很少被利用，部分原因是它们的数量和复杂性都很大。为了克服这些障碍，收集了1947-1975年间关于高等教育问题的所有饮食审议记录，并进行复制、分类和输入，以建立一个数据库。此外，还收集了1947至1968年间提交给众议院的关于高等教育的请愿书，并对其进行分类，以构建另一个计算机数据库，因为请愿书似乎反映了饮食审议的社会功能。因此，这些工作表明，饮食报告是非常有信息量的材料，尽管它们有时存在偏见。基于我们建立的数据库，战后高等教育政策史研究的进一步发展是非常值得期待的。

The purpose of the research is to investigate the content of deliberations concerning higher education in the Japanese diet and to contribute the development of the historical studies on post-war higher education policy. Although the reports of the diet are among the most important source materials for the study on higher education policy, they have been seldom utilized, partly because of their enormous amount and complexity. In order to surmount these obstacles, all the records of diet deliberations on higher education issues between 1947 and 1975 are gathered, duplicated, classified, and input so as to make a database. Moreover, the petitions to the House of Representatives regarding higher education between 1947 and 1968 were also gathered and classified in order to construct another computer database, since the petitions seems to reflect the social functions of diet deliberation. As the result, these workings revealed that the diet reports are very informative materials, though they sometimes biased. Based on the database we built, the further development of the research on the history of postwar higher education policy are greatly expecting,
