本研究では、WebGISとWebパブリックコメントシステムを構築し、基礎自治体の計画支援の観点からシステムを評価して、今後のシステムの改善の方向性として、以下の内容を明らかにできた。1. 甲西町を対象に、日本国内で最初の、Webにより投稿できるパブリックコメントシステムと、総合計画の内容を閲覧でき、将来的には行政と住民、住民と住民によるディスカッション可能な双方向性をもつWebGISとを、構築することができた。2. WebGISの評価としては、おおむね便利なシステムを構築することができたが、処理速度のさらなる改善が必要であった。3. 住民参加による計画支援のためには、電子会議室、WebGIS、Webカレンダー、Webパブリックコメントシステムの4つの統合型Webシステムが望ましいことが明らかになった。4. 住民参加支援のためには、オフラインのコミュニティ活動に支えられた情報ボランティアの育成、住民のIT講習を利用した研修、初中等教育における総合的な学習の時間を利用した研修などの事業の組み合わせによる、統合型Webシステムの利用促進策が必要だと考えられた。
