项目摘要

当該研究は、Webページやメーリングリストを用いて、京都市のローカルアジェンダ21フォーラムや草津市コミュニティ支援センターを事例に、市民、企業、行政と意見交換、共働作業ができる条件を整えながら、簡易な環境行動支援システムを開発して、その有効性を検証する研究を進めてきた。企業やNPOへのアンケートを通じて、感性評価法に基づく調査法を開発し、パートナーシップを推進する誘因としてISO14001や地球温暖化防止京都会議の影響等が明らかにできたが、具体的なメリットが見いだしにくいので企業とNGOとの連携が進んでいないミスマッチの実態が明らかになった。マルチメディアGISとしては、京都市や草津市を事例に、GISを用いて、樹木による二酸化炭素の吸収量の増大の可能性の検討や、太陽光発電を用いたエネルギー消費の抑制効果を試算した。この成果を基に、デジタル地図上で多くの人が書き込め、読み出せる簡易システムを試作し、グループウェア上で公開できる準備を進めている。環境行動支援システムの検証としては、ローカルアジェンダ21策定や草津川の跡地利用の参加体験型のワークショップの主催を通じて、オンラインとオフラインのコミュニケーションとの効果を調べて、両者の複合的な利用方法の社会実験を行った。オンラインのコミュニケーションを進める上でも、関心を持つ人々のオフラインでの中核グループの形成と、双方向性を支援する丁寧なシステム管理が必要なことがわかった。
